The chance of seeing this cutscene has the odds of 1 in 8192. Same as the odds of encountering shiny pokemon strangely enough.
Speedrunners were the first to encounter this as they are the only ones who would reset this amount of times, they would always get suckered in to watching the whole thing. Contrary to what Mario says, turning off the game won't save you if Dry Luigi is already after you, if you do he jumpscares you anyway before the game turns off. The jumpscare bricks the game disk and sometimes even the console itself. If you wish to prevent this you need to turn off the game before Dry Luigi senses you.
No one knows who put this in the game to this day. Some say it was a disgruntled worker, others say this is a rom hack, I like to believe this is the anti-piracy. Of course someone could of made it up but that's just silly to believe.

So, I’m sitting here pondering this work when I realize, that this ‘dry Luigi’ chooses to break the realm beyond the 4th well to claim the fluids from the viewer, despite the fact that draining his Mario would most likely take less effort. In other words, even when desperate and on the verge of dying, he still wouldn’t dare to endanger his own brother.
Luigi is best brother, change my mind.
