@Alexander Moon Frogs can respirate underwater through their skin, but most species will still drown if they aren't exclusively aquatic, as they also have lungs. It just takes a very long time, usually they aren't dumb enough to sit around and suffocate, but luigi isn't the brightest of the two brothers.
Frogs have lungs, just like most other vertebrates. Lungs can't pull oxygen from water, so frogs will drown if their lungs become filled with water. What makes amphibians unique though is adults' skin (whether they're frogs, salamanders, newts, etc) are porous enough to allow oxygen to pass between their bodies and the surrounding air, so long as they remain *moist*. Adults don't have gills though (except in a few species), so dunking a frog underwater and holding him there will still drown him.
