'The Master' is the name he chose, like 'The Doctor' is the name the titular hero chose. They are more or less equally matched - friends as children, but soured into enmity - the Doctor never stops hoping to bring the Master back from his insanity and destructive ways - and the Master keeps searching for a definitive victory
The Master is basically the path the Doctor could have taken. Where the Doctor opened up to empathize and learn from creatures that most Time Lords wouldn't think twice about, the Master only sought ways to dominate them, including but not limited to making them suffer. Since you mention it, there is a large section of the fandom that ships the Doctor and the Master, irrespective of which regenerations they're on, and a couple of the writers have shipteased it (e.g. "Are you asking me out on a date?"). I'm not among them, partially because I'm not really a shipper in general, but I can see the appeal.

I think it's been officially stated that The Master is a smarter and more cunning Timelord than The Doctor. Also, there is a President and Council of Timelords too.
I think even if the doctor and the master are the same level of power the difference is that the master is willing and able to use all of his power to do what he wants while the doctor keeps his power contained.
The Master: "Oh hoh! My DEAR Doctor. What a pleasent and not entirely unexpected surprise! What, wait, NO! How is this even possible? All my calculations and resultant conclusions were correct! How am I in error? BLAST YOU, Doctor, to leave me trapped within this incredulous causality!"
The time loads when they leave or when they travel, or if they become rogue, call themselves by your name that symbolises their character or what they aim to be…. The doctor, makes people better… The master massive inflated ego that wants to control everything, the time Lord that turned bad, but was still the best friend of the doctor, duality
I don't think he's more powerful, but he has a lot less restrictions than the Doctor does. They are really different from other Timelords, and they feel a strong bond as a result ; both want the other to look at things their way : the Master by being free and ruling everything, because they can, and the Doctor by travelling and helping people, for the same reasons. So both try and force the other to join them, and attack when their way of life is threatened. Their names really does refflect their purpose ; to rule and heal. Sometimes they balance each other, but they don't really want the other dead, killing the Doctor is more of a game to the Master than anything else, and I doubt he'd be happy were he to succeed.
In New Who I'd say the Master is portrayed as an equal to the Doctor. Whenever he shows up you can be sure absolute hell is about to break loose. Classic Who he's much more easily bested.
The Master to the Doctor is basically Moriarty to Sherlock Holmes, with a dash of Joker to Batman. Both with similar attributes or skills, yet always at odds on the morality spectrum.
In the 70s, it was going to be revealed that the master was the drs brother and he was going to sacrifice himself saving him but the original actor died in a car crash so it was never to be
There is a governmental structure on Gallifrey, which includes a High Council of the Time Lords, of which there is a President, Cardinals, etc. It gets complicated.

Missy was about to join the Doctor and turn good, but someone got in her way and prevented that from happening. It's unfortunate, because after so many thousands of years, the Doctor never knew that Missy was about to join him and be his friend again😭 My(and a lot of other people's) headcanon, is that the 13th Doctor's version of the Master comes before Missy. Because it only makes sense. Because Missy was about to be a good guy, then suddenly a new version shows up and he's sadistic and evil again? Makes no sense unless some timey wimey stuff happend and the 13th's Master comes between 10 and 12's version, ending the cycle with Missy turning good, then dying. It ONLY makes sense
To answer the question question leader of the timelords you have to know all timelords are gallifreyan but not all gallifreyans are timelords... tinelords are the elite chosen to look down on the universe and ensure time is safe... the first timelord is apparently the doctor but fans were not happy with this myself included as it changes the whole story so for 96% of whovians this is not Canon... however there was a leader who's name starts with uz but I forget anyway rassilon claimed to be the founder of the timelords but the doctor in his 4th regeneration laid a claim saying it was his legal right.. but rassilon a corrupt timelord council member took power and tried to get the doctor ready for war but the doctor was against this.. the master as a boy was taken away at 8 years old for timelord initiation but that was a lie rassilon knew of the upcoming timewar from prophecies and set this whole elaborate plan up to turn the master just mad enough to want to kill the madness came from the beating drums an amplified gallifreyan heart beat because of the 2 hearts driving the master mad for years and years even turning him evil... rassilon even said in the episode the end of time part 2 he said to the master you are diseased whether or not it be of our making.... the master is what the doctor could be if the doctor turned evil that was the original idea
