Megumi doesn't know everything about vanguard. She doesn't know, imaginary gifts, stand triggers, quintet walls, stride/ultimate stride, g guarding, legion, limit breaks, break rides or ultimate breaks, or even clans & motion figure systems, she's a noob at best and that's me being generous!
In this universe, everything in D is the only mechanics of vanguard. So yes, she does.
Only one that is valid is Stride and even that's iffy because do we see if Any boosters shown are equalivant to IRL sets. Of course someone calling a fictional character a noob and being "generious" should be able to tell that ratioed difference
The fact that you would assume someone from the overdress universe, a universe where exclusively D cards exists, not even the encounter cards, would know any of those things, is… it’s just ridiculous. In fact, you could be described as a noob for assuming those even exist here

(Me who picked up the game 1 year ago in February only knowing about standard and went to a Spring Fest in the summer where I won most of my games and now still don’t really know about most of the things that guy mentioned but I don’t really care about anything other than D series watching this conversation unfold: 👁️👁️)
