    The guest here avoided going into the 1929 and 1959 agreements, which is what Ethiopia is referring to as colonial-era agreements. It is an objective fact that those treaties have no jurisdiction over Ethiopia, but Egypt insists that they do. That's the root of the problem. Citing "historic rights" as Egypt often does, is a non-starter. Why would you be expected to negotiate in the spirit of sharing if you think you already have a hegemonic claim?

      the problem isn't solved that way, with the same logic(which is not excepted) i can tell you:
      "why not to use other means of generating electricity like wind turbines, solar energy or thermal energy, they have nine rivers why don't they build this huge dam with it's huge reservoir on another one."
      Further more, Ethiopia has about 124.4 billion cubic meter (BCM) river water, 70 BCM lake water, and 30 BCM groundwater.
      total 224.4 BCM (nine major rivers and twelve big lakes)
      ,compare to Egypt which has about 55.50 billion cubic meter (BCM) river water, 0 BCM lake water, and 9.6 BCM groundwater. total 65.1 BCM (only one river, and we have already water scarcity, 85% of water in Egypt is from the blue Nile, 90% of the water used in Egypt is from the Nile.)
      let me give you deeper insight, we live over each other in the capital Cairo( Literally) and the infrastructure of the city is Worn out moreover we are increasing in population and we had been expanding for years in Nile banks which caused some green agricultural areas to disappear, so building new city is not luxury thing its a need, and don't you think we have a right for development too?!
      water desalination is not efficient in our case(alternative to Nile water and for country of 100m)
      It won't be a problem if both the countries understand each other and cooperated, Ethiopia has the right to develop itself , enjoy welfare and prosper (although the dam is just a small step in this road) but without harming their neighbors.
      I understand that Abay means a lot for Ethiopians but the Nile mean a lot for Egyptians too(and its the only river we have), my biggest fear in this matter that i wake up one day and find no water and green land drought because someone decided to build a Stopcock valve without any agreement or arrangement for my water share!

    • @shady999100
      @shady999100 3 ปีที่แล้ว +12

      @Tired doctor
      That depend on how will they use the dam. if it's really for electricity as they say ( that won't be a big problem), or they will used it for other purposes(which is their right as long as they won't harm us).
      have a look over their huge livestock water consumption. if they used dam's water for agriculture and livestock without any agreement or arrangementm, yes the Nile water is going to be cut off, and even worth imagine the drought years what make you grant that they will let an acceptable flow rate of water pass through dam gates without any agreement or arrangement?!
      by the way Ethiopia doesn't respect its word , they said officially from about nearly 2 months in front of the African union they won't start filling the dam before reaching an agreement but they filled the first phase from days.
      so how can we believe what they say?
      and they want to fill the 74 billion reservoir in short period like three years do you know what does this mean for Egypt???
      Again desalination thing is not alternative for our share in Nile water, and Egypt is already building water desalination plants BUT IT'S NEVER ALTERNATIVE FOR NILE WATER.
      Desalinated water typically costs about $2,000 an acre foot - roughly the amount of water a family of five uses in a year, Do you know how expensive this is???!
      "Egypt has the largest amount of aquifers in the world beneath their feet"
      Seriously from where did you get this, do you have a reliable source and how much underground water do you think???

      Does it matter whether a western journalist gets the Ethiopian view or not? I don't think so. The GERD is a unique project. It is perhaps the most democratic and participatory project in the history of the African continent. It is a giant project, it an Ethiopian government project, it is not funded by foreign donors. It is the project owned and financially underwritten by the poor Ethiopian people who were snubbed by all international lender who did not want to anger some perceived more powerful and worthy country with whom the Ethiopian seek to fairly benefit from a water resource they share. But against all odds they poor people who determined to lift themselves out of darkness are on the verge of success. Now that is a unique story. Better that you Ethiopians tell your story.

I also don't really understand why all African countries here are doing alliance against Egypt. Come down from your throne. It is not about "who is the better African country", but rather how we can strengthen Africa as a continent. In case you have forgotten - Egypt is also an African country. And the Nile has been flowing through Sudan and Egypt for centuries and has created a high level of dependence for the Sudanese and Egyptian people. Don't understand why you want to ruin the two countries for your own triumph, when you already know that the countries will not survive without the Nile? How can you be so selfish, I wonder? Think away from politics and don't talk here about Al Sisi or whatever - rather think of all the poor families there and simply consider them as inhabitants of the earth who want to survive. No it's clearly also about the water, even if economic supremacy is likely a factor I'm sure the supply itself is a bigger concern. They use as much water as Sudan per captia and they're only 2x their total withdrawal. And IIRC their supply is going to be halved. It's difficult.
      They're gonna have to reduce their water consumption soo much and adopt more water preserving irrigation. Easy to say that that's a good idea because freshwater is such a limited supply in the region. But it's also costly to society. And even assuming there weren't any disruption in the supply, having other countries control a large portion of your water supply is also a very big national security concern.
      So they're right to be concerned. Ideally there would be an agreement. It's not a simple issue with a clear side unless you're biased towards some principle or country.

    She failed to mention how Egypt proposing a binding agreement with a fixed quota could undermine Ethiopia. Egypt proposed no less than 40 bcm annually and a filling period of 12 - 21 years, to keep Lake Nasser above 165 meters. Egypt has no intention as far as I know of doing their part to mitigate possible drought by using some of the water at Lake Nasser. They want to place the burden squarely upon Ethiopia's shoulders and make the GERD a contractually obligated function of the High Aswan Dam. Also, guaranteeing Egypt 40 bcm a year might be impossible because in dry years the Blue Nile flow can get as low as 29 bcm. So, that would leave Ethiopia with little to nothing. Add to the the duration of filling that Egypt wants and not only would the water in reservoir drop, it will never fill to capacity. That would make it inefficient. Ethiopia, in that scenario, would be unable to meet the needs of the country, and they would lose money. This is why Ethiopia is asking for a flexible agreement, one that takes into account the climatic changes. Some years might be wet, others dry, etc. Ethiopia wants an agreement that can adapt to those changes. They also want to avoid a binding agreement that would obligate them to the same restrictions of the 1929 and 1959 treaties, which would be a surrender of their sovereignty.

      All the things that you mention can be negotiated except that the agreement needs to be binding. Simply said, as much as Ethiopian plans and ambitions are respected, there is no trust that anything that is not specified will be done in good faith and the proof is in the last few years. Time period, share from the water, etc are all things that need to be outlined but any breach needs to be called out and there needs to be mechanisms in place to ensure both sides respect the agreements; I think that is logical

Ethiopia doesn’t currently make use of the water sufficiently for farming, hydro power etc and they should. And using 16.88% ( 13 million out of 77 million cubic meters of water) of the annual water flow to fill the dam during the rainy season is not hurting Egypt or Sudan. Ethiopia has repeatedly stressed they will continue to share the water in a cooperative way while Egypt and Sudan walk out of or do not attend scheduled negotiations. Maybe Egypt and Sudan should diversify their water resources and come to the negotiating table vs whining to historical colonial European powers for rights to a water supply they share and do not own.

      Wilson, Egyptians have not been negotiating in good faith. They essentially see themselves as a Military power which goes to the table to make its demands known and also give ultimatums that must be accepted by Ethiopia or risk military attack and destruction. Egypt's goal appears to be manipulating the GERD issue into a vehicle to revitalise the colonial era Nile river agreements that made it the only beneficiary. First, Egypt made it appear like the very idea of the GERD threatens their existence. They tried to stop it altogether. When they failed, they resorted to other measures like making it economically useless to the Ethiopians who are investing their own money. Other wise how can a 20year filling period as originally demanded by Egypt make sense even to themselves? Egypt wants Ethiopia to sign a binging agreement regarding the GERD and future projects on the Blue Nile but says its 'historical rights and water share' cannot be part of the discussion. And Egypt now wants the GERD to be first and foremost as a secondary reservoir for their Aswan High Dam , apparently during droughts, even if Ethiopia is not able to generate any electricity for having to be this! And Egypt which in 2011 turned down an invitation to be investment partner in the GERD now wants a near controlling management role in an Ethiopian project! Which country can ever be expected to accept such demands even at the point of a sword? Now some questions also need to be answered. Aswan High Dam's Lake Nasser is over twice the volume of the GERD reservoir. AHD was filled in six short years (1970-1976). Did Egypt cease to exist or did it go into hibernation during the six years? There is also the issue of drought being brought . Did droughts happen in the Nile Valley before GERD? And how were they handled? This is almost a non-issue since continued power generation by the GERD even during droughts means that water will continue to hit the turbines and continue flowing down stream. Binding agreements about future projects on the Blue Nile as demanded by Egypt? Why should Ethiopians of today tie the hands of both future Egyptian and future Ethiopian generations and deny them a chance to come together and determine their issues which by the way may be quite different in the future? The British made that mistake on the one hand, Emperor Menelik did the same thing for Ethiopia.

      @@zeyadashraf6396 Lake Nasser is still 3 times bigger than the supposed GERD reservoir. And more significantly has a water volume over twice Egypt's annual use. The problem is that Egyptians are not sincere in their stated issues. The driving aim is to have Ethiopia sign on to a treaty that gives legal form to the 1929 and 1959 treaties which are couched in phrases like 'without affecting our historical rights', 'our current shares', 'current use'. By these terms Egypt means the current arrangement where Sudan and itself allocate themselves 100% of the Nile water volume excluding all the other 9 riparian countries. Why should one need a long term binding agreement to feel a dam instead of an operating agreement specifically for the filling process. The issue of operating the GERD is different and should be part of a co-ordinated operating process integrating all dams and water projects in the Nile basin. Of course this would require a basin wide new universally acceptable legal frame work that ensure equitable , fair and reasonable sharing of the water privileges , but also the responsibilities tackling the problems that threaten the river itself. Can you imagine the governments of the countries where the rivers' waters rise telling their citizens to plant more trees, to stop cutting down the forests so that rain continues just to put water in the Nile for Egypt and Ethiopia's use? And telling their citizens that even if it means their own death, they can never touch the Nile waters to irrigate their crops even when the rains fail, to leave water for the well being of the Egyptians? That is the situation the Egyptians want. They just think that their lives are better and more worthy than the lives in all the other Nile riparian countries. It can't be that way, and the Egyptians fail to understand this at their own long term detriment.

Egypt continues to believe this to its own detriment. Look at who Egypt thinks should have a big say in the matter - USA, Russia, China, France, the Arab League and lately England. England which is the source of the current problems in the first place! Why are the other Nile Basin countries - South Sudan, Uganda, Tanzania, Rwanda, and Burundi not at the table during these negotiations. Kenya and Democratic Republic of the Congo are present in the AU led effort as mere observers! And for the Washington talks Egypt hoped and expected that Americans would draft a treaty over something they know nothing about and then give it to the parties to sign, bring it back to Africa so that it becomes binding for all the other Nile basin players! This is not to mention the folly of thinking that the problems facing the Nile basin can be cherry picked instead of addressing them by looking at , and involving the whole basin. The Nile River is a body system of various water sources and factors that have to be addressed holistically. Otherwise a bad outcome regarding the GERD is bound to lead to septic systemic problems.

      @@SweBeach2023 So? After the initial investment you can sell high quality drinking water to local municipalities to cover maintaining and distributing it throughout the country and to places where there isn't any fresh water. Like in deep desert locations for artificial oasis and desert reclamation. It would replenish groundwater supplies and it eliminates drinking water competition with the Nile leaving it for agricultural and industrial use. Egypt would be wise to cultivate and terraform it's vast area of otherwise unproductive land. Look at what China has done to it's deserts in the last 20 years. It's like the African Green Belt Initiative but the government actually followed through.

      Very true! One even wonders why Ethiopia agreed to separate the GERD issue from the other problems of the entire Nile Basin. Egypt's approach has been, and still is, divide and rule, isolate and intimidate, force an arrangement with one party and then claim that it should apply to the entire basin. It can work. The need to revisit and fix the unjust colonial era arrangements is an idea whose time has come. And while doing so all 11 countries can try to find solutions to the problems facing it.

    After the reservoir behind the dam is filled and it can hold no more water must be released at the same rate if its historical flow. Ultimately there is no effect down stream. Cross border cooperation could result in filling the reservoir slowly so that adequate water is sent downstream while the reservoir is filled over a period of ten years or so. It is called cooperation, communication and working together for the good of all.

    Seems to me war is likely inevitable. It just takes desperate circumstances when there is not enough resources for everyone. This is more likely to occur with a dam than without because the increased evaporation from dams mean less total flow over the long term.
