    Looks like a drainage issue rather than a "rain" issue. Decarie has flooded many times in the past. Poor infrastructure management.

      Do not worry! They have been able to dig out all of the pipes and repaint them in the rainbow flag colors. That was more than likely top priority for the team over the last 9 years - and they got 'er done.

      i only remember 4 times between 1987 until today, not bad in 37 years
      so mostly it need like 100 mm rain in less of 24 h to flooding decarie

      Tevor. Let me guess. You don't feel that the remnants of a hurricane which has done so much damage in the Caribbean and on the Texas coast and the Yucatan Peninsula wouldn't have consequences as it rolls its way through Southern Ontario, Quebec and the Maritimes. If it drops 40 mm an hour which the remnants of this hurricane were projected to drop, it would be like a glass of water filled to the brim and overflowing and the tap keeps on pouring. Common sense. Not even science. You should try some.

    If you're going to build u-shaped roads. Pooling of water is inevitable in heavy rain. And it's not exactly uncommon. So logically you'd need to build big drainage system to handle it and keep it clear.
    This shouldn't have happened. This wasn't even an extreme event of rain.
