That’s fair. For me, Katakuri was the first fight for Luffy I felt had the same creativity and hype of Enies Lobby. As much as I did like gear fourth’s introduction, Doflamingo never felt worthy of it compared to Snake Man’s introduction.
In my opinion this moment is still so hype compared to everything else because it's so "out there" compared to what he'd shown us before. Using the elasticity of your body to pump your blood so fast you heat up and get enhanced performance? I didn't expect that at all and it's super creative.
Fun Fact: In the 7th One Piece movie, The Giant Mechanical Soldier of Karakuri Castle, which takes place before the Water 7 Arc, Luffy briefly and unknowingly activated Gear Second during his fight against Ratchet, the main antagonist of the film, he fought Luffy with his powerful turtle mecha, Super Zogame-kun Towards the end of the fight he tried to stomp Luffy with his mecha but Luffy manage to hold up the machine leg before he could be squash Because of the sheer pressure of the machine Luffy is forced to hold up unknowingly causes his legs to end up pumping his blood flow. He then defeated Ratchet with his Gomu Gomu no Jet Bazooka technique although he thought that it was his regular Gomu Gomu no Bazooka and was even surprised at the amount of force it had produced.

The animation is top notch. He searches for Luffy where he was standing after getting up, but he doesn't even hear Luffy reposition to his side, because Luffy was already there. You can actually see the steam trailing off to the right when we're given his perspective. Then we're caught off guard just as badly as he is when the punch comes in from the side of the screen without warning. After every hit, Luffy is already lining up his next attack before he can react and find where it'll come from. All of this from something as simple as "My body is made of rubber". Insane.
I can never describe how hype this moment was when i first saw it , i think it's the cool look and unexpected hyper speed and smoke animation that make it so good , Gear 2nd is still to this day my favourite luffy technique , i just love it so much!
Ennies Lobby will always be the greatest one-piece arc. Why? Bc this arc pushed every single member of the straw hat crew beyond what they thought they were capable of. CP9 forced them all to push past their limits and cross into a new threshold of power and abilities. And it was also the moment that the Strawhat Pirates, standing together as a team and family, proudly declared war on the World Government by burning their flag right in front of them.
I was so happy I didn't spoil myself when watching OP cause this moment was SO FREAKING HYPE to me! Gear 2 is still prob my personal favorite transformation as of right now. (i'm anime only)
