Actually burn doesnt half the Base Power of the move nor the Attack stat, it halves the damage, so if you do 100 normaly you do 50 after burn, thats why it also effects Body Press

Captivate lowers special attack, Game Freak removed it, cutting options to cut special attack even lower, it was already a pretty low number too, especially for ones that cut more than one stage

No, it's worse because it is resisted by Fighting, Dark and Fairy. Ghost is only resisted by Dark. Normal being immune is something you have to consider, but ultimately not enough of a drawback.
