You have to beat the gym in that city and it will give you the TM Cut which you first need to open ur bag and click TMS/HMS and select the Cut TM and use it to a suitable pokemon in your party and click on that tree and then ur pokemon use it then u can go ahead
Talk to the man and he will give u cut tm, catch a pokemon who can learn cut and then one your pokemon learned cut click on the small tree and u will cut it
