Well, i Had the same issue for a while but i think the problem was that you have to make sure that you are allowing Advancing networking inside Windows subsystem app, it worked wih me

The latest version of WSA is not complicated just Open WSA>Advance Settings>Developers Options and enable it and allow network

Sadly the apps doesn't load when I did this cause the app is from 2015 and my android phone doesn't load 32 bit apps anymore
