That's the sound endlessly looping on a single note and repeating. It's effectively the equivalent of hammering something into a counter say, at the rate of a gatling gun.

I don't know much about how computers work.. but the computer is probably trying to find sound, but it can't, so it just plays some loud static

Apparently since the computer can't continue whatever was making the noise (song, video, etc) because the system is locked up, it just repeats the last played bit of noise
