These days I am more likely to underclock than overclock. In the past, risking a component was a tradeoff for money potentially saved. It was a gamble, like if you had a 266MHz Celeron that overclocked stable to 400MHz. But now components degrade and stability is all that remains. Want faster? Just build the next gen! Overlocking risks the parts for no payoff (other than content for youtube). Last thing I overclocked was a 486 from 133MHz DX5 to 160MHz and it was stable, but power supply failed for unrelated reasons. Retro is fun, as long as you have spares and don't mind periodically having to re-fix the same things over and over. Modern CPU's? Just let BIOS auto-tune and it's good enough. Nobody counts frames anymore. Everything is good enough... blah blah blah... damn hardware.
I've had a X6 1090T back in 2018. It was a pretty decent chip, managed to get 4.1GHz out of it, R6 Siege was running at around ~80FPS. Funny thing is, the Phenom II was actually faster in a lot of games than the newer, first gen FX. Sadly tho, it lacks lot of instruction sets, even SSE4.1/4.2
takes me back to when I overclocked my xeon x3470 to 4.4ghz and I was pushing like 1.46 volts. It was stable but ran super hot and cooked the motherboard vrms
you can use the PA120SE on am3+ as am3+ has the same dimensions as am4 and am5. also the phenom CPUs are weirdly resilient. i cooked a piece of meat on the ihs of a phenom ii x4 810, and it still runs in my little cousin's build
Turns out you can still overclock the hell out of some AMD cpu's. Just got a Ryzen 7 7700 a couple of weeks ago and have it benching better than a lot of 7700x's.
Stock coolers at least for the FX series are NOT bad, i know a friend (techmaster2133) who was able to get up to i think 4.8 or 5 ghz out of his FX 8350 before he sold it, same result just a little more noise with stock vs a upgraded cooler. Technically a upgraded cooler is a waste of $$$ when a fan upgrade to a quieter one is enough for a AM3+ platform
what was the cpu temperature? your main problem is probably just bad contact more than anything else, though good thermal past (like artic silver) can help a bit. In theory fans would help too but good contact with the heatsink and its fan(s) would help the most. And just heating up wouldn't kill a lot of more modern or close to modern cpus as they just shut down if a certain temperature is reached. Overclocking though can regardless. IT might also possibly be the motherboard not being able to really handle it.
When i was using the amd stock cooler, It was very loud. With the stock cooler I was able to overclock the cpu to 3.6 ghz stable and the temps under load would max out at 65 degrees. Even when not overclocked it was still super loud and it was not a good cooler for daily usage

So i don't feel that was a fair test of how well it was handling temperature. Its also possible that the firmware may be holding back some overclocking performance if its just not motherboard design too. And the world record (without liquid nitrogen) is evidence of what it can do. The Phenom II series is well loved and looked back upon fondly. I didn't check out what kind of cooler mine is running. Though i can notice when its being a bit noise, but with a easily swapped fan that is hardly a issue. Can notice some from a fan right now but easily tolerated and has been for months. From my Phenom II 1100T black machine. And it would of been direct competition with the Core2quad series and early i7s as well. Though one can say the same for the OG Phenom (AM2 socket) and the FX (AM3+ or AM3b etc are some of the naming schemes to support it) Original series Phenoms were a mixed bag but never bad just not as good as either the second generation or the core2quad though.
That's the same CPU I've got right now! And I can testify that the stock cooler is shite. I've always wanted to try overclocking on this but I guess now I know how it'll turn out

That phenom 965 I have was my first ever cpu. I'll probably keep it for the memories it gave me starting off and where I am now PC wise. Still good to look where you came from though and I find it fun to mess with older stuff sometimes.

I highly doubt it, the registry editor changes different things in the windows kernel and the cpu is far more low level. You could try doing what you can within windows to make it run faster like set the performance power plan to performance mode, but other than that you would not be able to overclock it further than that. If there is an option in the bios that allows you to turn on any turbo mode or something like that, do that because the cpu is supposed to run at as high as 2.4 ghz which is 20% faster. What you need to do is not to overclock it to the highest speed, but to the highest speed it is stable at.
Turns out you can still overclock the hell out of some AMD cpu's. Just got a Ryzen 7 7700 a couple of weeks ago and have it benching better than a lot of 7700x's.

Bro, you've got to do side-by-side benchmarks comparing 3.2 GHz performance in games vs. 4.0 GHz performance in games.
You didn't ask when you should stop. When you're seeing BSODs of that nature is when you should push the overclock back down.

1.65V should be the absolute maximum for AMD K10
I tried 1.7 volts and it still didn't work, loadline calibration might be causing it to be lower
