Fugazi is a band for the people. No show ever costs more than $5. They don’t sell merch. They care about the message and are historic in their commitment to their cause.
Your analysis is solid! The song is about the frustration of patience after having paid the costs of mistakes. It also calls out the passive consumption of information ie listening to the news without taking action). And the refrain effectively states: I am willing to wait for the right moment, because I know the cost of the wrong moment, and the time lost in its pursuit.
