    SMWX, I grew up on a forestry estate about 40km from the nearest town. Only one African child of my age, matriculated, the son of Chief Nyoni Zuma, who sent him to boarding school. The other African children had to walk about 15km to the nearest 'Bantu" school, which school ran on a platoon system to accommodate all the pupils, who studied to Grade 3 and then started working on the farms. There were very good Mission schools which the government took over. The Verwoerd education system was discriminatory and racist. My observation in Tshwane English schools, is that many whites have sent their children to private schools, and the Taxis' bring the black children from the Townships. At least the African children are in properly equipped schools with good teachers. In 30 years there has been an improvement for black children. Thanks for the case law. Proceed with BELA and keep moving towards equality. There are a lot of administrators in the GDE who can implement the new system.

      The minority migration within South Africa with resources to establish new suburbs for themselves and new schools with high fees, subsequently segregated by income and economic status, this attitude delays better educational attainment, into another decade.
      What the minority should know about the previous government and current has invested to see returns.

    I attended a school where 4 languages were taught in one school. We would simply just separate when we have to attend our preferred languages. It can be done.

      It can be done given enough resources to schools (not squandered by provincial departments and teachers unions as had been the case for decades ) and where the initial Afrikaans courses aren't sacrificed financially (as someone who is South African but doesn't speak Afrikaans it's an argument which I have heard especially in light of Stellies and NWU alledged cutting of Afrikaans courses with their wider introduction of English). Bear in mind we are possibly on the verge of losing 2,4k teachers in the Western Cape and 11k in KZN and many more in other provinces (that have not yet given a number but suffer similar constraints) so finances is not a small concern.
      In addition the number of single medium Afrikaans public schools isnt large so it wont provide a miracle solution to our overcrowded schools I believe some politicians might hope it would (max 1,2k schools out of possibly 24k+ schools - I stand to be corrected if someone has better figures).
      Lastly I think SMWX needs to add nuance on the ease of which it is to prove a school is unfairly discriminating (especially on racial lines) when having language requirements for Afrikaans. Unlike Sizwe I think clearer criteria is pertinent given the risk for quick antagonisation and misreading of intent of the school.
      Lastly I would appreciate going further on the previous cases and detailing further the rationale found for discrimination. It would help jn having a more detailed discussion on it

    Another super informative installment of this absolutely trendsetting platform. My little two cents to this very sensitive subject matter is that everything went South for the revolutionary/transformation efforts our country aspired to undertake after 1994 the exact moment that something as outrageous as Orania was accepted and given legal ground to exist stark in the middle of a so-called "rainbow nation". That's where our low IQ leaders lost the plot and the war against institutionalized racism for the rest of the formerly oppressed majority citizens of the now "democratic" Republic of South Africa.

    My colleagues who work in education are far more concerned about other aspects of the bill. For example, it still does not fulfill parents’ constitutional right to decide which education is best for their child. The bill only supports the state mandated curriculum which does not work for all children or families.

    Why is everybody worried about school admissions? We have a growing population. The schools in existence already cater for that population and overcrowding leads to pupils performing badly. We need more schools not Draconian laws that are unconstitutional and cut out the parent's rights making the state big daddy teaching our children ideologies we don't agree with. We are the parents, not the state.

    The current lack of protection for teachers in classrooms is a concern. While I recognise the importance of children attending school and the accountability of parents, sending parents to jail may be too extreme. Additionally, the school curriculum in South Africa is not up to international standards, resulting in many students requiring bridging courses at universities to catch up. It seems that some schools and universities have been passing students based on a curve, required numbers, or due to intimidation from student strikes. This issue needs to be addressed as it affects students genuinely striving to succeed without involvement in school-going wannabe politicians. What discipline is allowed, and what happens when there is intimidation towards school staff.

      Sending parents to jail too extreme? No ways,I know of a parent who kept her two daughters home treating them like maid's.
      That time she stays in a complex in ruimsig paying R8000 in rent,while we have no paying free public schools around;about less than 8km away. Those parents need to be jailed.

    As I see it, the Anc government has failed to build world class education schools where their voters are based and didn’t factor in the exploding population..
    This seems to be an attack on Afrikaans schools.
    Build more dual medium schools, with excellent teachers and facilities that includes mother tongue teaching as well as English.

    All that this act will achieve is to make the middle class parents of every hue who are bankrolling the few functional government schools that are left walk away and put their kids (and their money) into a private school. In typical ANC fashion they are treating the symptom and not the problem. The fact that most english medium government schools in the suburbs are populated with kids who are commuting in by taxi from many kilometers away is a direct consequence of the fact that this government has failed - in over 30 years mind you - to build and staff decent schools in the areas where their voters actually reside! Fix the problem not the symptom! But that would mean actually getting off their backsides and making some decisions instead of sitting around making obscene fortunes out of the gatekeeping game...

    If the government can supply these schools with teachers to teach the learners in their mother tongue then I don't see any problem with the bill/act. I would say the ANC have been rather slow in terms of integration in schools.

      The DA imho seems to be cosplaying opposition to the bill. They have not made nearly enough noise against the bill as they have with 'cadre deployment', 'zuma must fall', etc. It seems more likely that the DA is secretly in favour of the bill but has to appear against it due to their constituency opposing the bill. Look at how the WCED is run, it would work in their favour to have more control. The masses are not thinking critically and are easily swayed to support the bill by telling them racists and white people don't support the bill.

It's no longer the school governing body who makes the final rule on everything, including admissions. Which they noticed that was still creating segregation in some of the schools. And many other rules that were in favor of equality for everyone involved. It still doesn't change my mind tho that the DA is up to something with bringing more Europeans to SA, and if you check here on yt, they have recorded a huge number of white south africans returning back to SA permanently. You heard Macg making an announcement they are in parliament? Before 2029 elections, there will be another two more new political parties. They are literally financing breaking us down. They are the next majority vote.

      Oppose is a strong phrase. The fear of no public Afrikaans school, even English is real. See the Japanese Revolution, no umlungu in 50 years since a policy change was adopted. Which was reversed by WWII.
      Ideally duel medium... should be protected to not facilitate eventual 100% English schools.
      As is the argument.

    This Bill has so much problematic clauses and making as if language policy is the main reason of opposition to the bill is a red herring. We also need to stop calling for equality but rather equity, because treating everyone equal is not necessarily justice. While I agree that all national languages should have been accommodated long time ago, one has to remember that children who are attending schools where they are a minority loose touch with their own culture and is that what we want? So government still needs to build more schools wherever its needed.

    For me had to wait for heavy currents to subside so I can cross over to and from school, this BELA ntoni ntoni means nothing.
    In the time when scores of black youth are locked into dysfunctional black schools and FeT colleges, this Act doesn't speak to me and those I live amongst.

    I still wonder at how we have accepted calling this era the “democracy” era. The previous one was every bit as “democratic” .. the difference was franchise and exclusion. Who can reject the Westminster system as undemocratic? Our much vaunted “democracy” is simply one of proportional as opposed to constituency based representation. As an objective well educated person how come you have not questioned this aspect?

      its not as simple as that. South Africa is implementing laws that seem to be headed towards a centralized government while citizens lose more rights. People forget how they couldn't protest in lockdown and yet seem happy to give up more rights under the sales pitch of equality and diversity. Its not by accident that the only points being discussed are points that can be sold as anti racism, what about the rest of the bill? The clauses are so general that there can be multiple interpretations and what you think is in your favour today can be against you tomorrow. remember what happened in the lockdown.

    You CANNOT put a Xhosa child who cannot understand English in grade R in an English school.
    Ignore uneducated politicians, take a logical, pragmatic view of reality!
    Children should be educated in their mother tongue!
    Upgrade Bantu schools into boarding schools.
    Excellent nutrition, teachers, strict routines, supervised homework, decent facilities and discipline.
    Too many children are cared for by illiterate grandparents, there are too many street children and child-headed households.
    Changing Afrikaans schools to English schools will have an inconsequential effect while government doesn't have the insight to address an overwhelming problem properly.
    Look at youth unemployment! All caused by chaotic, ineffective attention to the importance of education.
    English can be taught as a second language in these boarding schools.

      I think this bill is directed to Afrikaans speaking schools.
      Build more schools in areas where there is not enough schools, where kids can learn in their mother tongue, plus English as a 2nd language.
      And withdrawing funding is a big problem.

    Flipped through some "Learn Zulu" books in PNA yesterday. Why is it that we need to have black presidents to finally get something simple and fun? when I grew up the stuff they put out there had no schtick... Exciting times... there's no reason why our children can't be excited over mastering a black language... it's only the rusty minds that's complaining...

    I’m curious how this would be implemented with English medium schools. Obviously, most students will not be English first language speakers, so will we see more schools becoming dual medium (e.g. Zulu and English in KZN)?

    Good day the ANC comes up with all these wonderfull laws but guess what cannot implement it. What good is system if you dont have teachers to implement it. Just like every other system they want NHI but do not have docters and nurses they want law and order but dont have enough policeman and l can go on and on. All these laws make no sense to society if there is no money to pay people to implement it. So as far as lm concerned its just political grand standing.

      my guess is they want to implement AI teachers, AI police "drones" and AI doctors. We already have drones in the sky, we already have Discovery doing virtual consultations and in lockdown teachers taught virtually as well.

    I am pleasantly surprised the objectiveness on this. Where is the state getting the money from if 2500 Western Cape teachers will be without work and how will they implement grade R. Concerning Afrikaans, go to any Afrikaans school in the Urban Areas of the western Cape and you will see that there are a lot of Coloured people at that school too. As early as 1993 ( Friends of mine) were at Afrikaner schools. The government must actually learn from these schools. More schools should be built to help the growing population.

    I am an afrikaans speaking citizen. The problem is not in language but in the culture. We are a nation with different languages and each practice their own culture and ways of learning, teaching and conducting every day school activities. Mixing languages and forcing children through government to share the way that things are done is not practically applicable. It would be in the best interest of each culture/language/race to enjoy education in a way that they are familiar with and being able to get along with their class members. It should not be reminiscent of apartheid but rather embracing each language and culture and allowing these children to grow and be educated in a way that they find easiest.

      This doesn't really make sense to me. African kids already go to model c schools and excel. Wat cultural element are you referring to here?
      The bill wants to insure that different language subjects like setswana hl or sesotho hl are provided in areas were they are spoken.this is about meeting the needs of different south africas to ensure all our kids get to learn their languages as subjects.
      In township different cultures have been going to school together for generations but there hasn't been any issues.
      Why would there suddenly be an issue wen this integration happens in model c schools?you would like ur kids to learn Afrikaans as his language of instruction right? U want ur kid to have Afrikaans home language right?. That's a good thing.
      I want my kid to learn English as language of instruction and have setswana hl as a language subject. I also want my kids to learn our language at school close to us.
      Going back to the culture thing. So you wouldn't work at a firm just because the ppl there come from a different culture than you?

      @@bafanamahlatse1923 Ok we can have a long back and forth discussion on this topic but let me just get down to the core. Afrikaans people have been successful for many many years because of culture, religion and way of going about business. Wrecking our schools with the Bela act is only a political and ideological intervention. You underestimate the power of the way that children have been brought up in their homes because you don’t understand how afrikaans people do that. That is where our power lies in upbringing, and culture goes along with that. Sec 4 and 5 of Bela act will be catastrophic for our afrikaans schools and is a terrible idea. Just because we’re able to achieve success in our schools doesn’t mean that when you force non-afrikaans speaking children into these schools that the same would happen.
      On your question about work. You’ve probably forgotten about black economic empowerment and affirmative action. So, no it’s not possible for me in South africa to work in a firm or any job where someone of different culture and race is not also employed.

      @@christopherkemm5537 here is the my issue. How is allowing other south africans to learn their languages at model c schools "wrecking the school". My kids have performed well at the model school their going to. Wat I'd prefer is them learning setswana as a subject instead of Afrikaans in the suburb the vast majority of the black population speak sepedi /setswana. But the school has consistently refused to added an African language as an option for other kids.
      To me the bill is about being inclusive of all south africans. If these were private schools. I wouldn't care but their public school and should serve the community not an ethnic group.
      We can agree to disagree on this topic. I have my views and you have yours. I respect ur opinions.

      ​@@bafanamahlatse1923 the problem I see here, is that nowhere in the BELA does it assure that your Setswana HL child, who attends an English model C school, will be offered a second language class at school in his own mother tongue due to this act becoming law... that is quite outside the purview of the BELA.
      The only way that will happen is if there are high quality Setswana speaking teachers, which the school feels are qualified to teach at the school... and that was always an option, even before.. it has nothing to do with the BELA (that is, IF the school can find someone they feel is qualified to teach that class... I am told that practically speaking, it's easier to find Afrikaans speaking teachers who can teach at the level a model C school expects... and yes, I get it... that's a whole other issue in terms of why we don't have enough high quality teachers teaching in, say 10, of our other national languages... but that's outside of the BELA's remit).
      And so, the real issue is that these 2 clauses have been highlighted by everyone as the only concerns when they really are not. They are simply the only 2 clauses that will stir the usual racist outbursts (on both sides) and ensure the usual divide and conquer style of governance that our people get stuck in. It muddies the waters nicely so that no one pays any attention to the real problems there are with the BELA. Problems of state over reach, criminalizing parents, preventing parents (and teachers) from voicing any objections against the state, and many other worrisome matters that could be brought in and forced on us all if one reads all the other laws, policies and procedures that dovetail into this Act, rather than simply taking the BELA Act at face value.

    Tried looking for a school and was asked if my child speaks Afrikaans. And we are only surrounded by Afrikaans schools, where else do I take my child to. I am now forced to relocate to move to an area with English schools, whilst I continue to commute to work in an Afrikaans community. Tell me how that makes sense.

    What's important is for the voters to keep watching, keep listening and choose to witness how leadership chooses to abuse their partners. Under a confederation Swiss type system this would be a local issue.. not a major crack in the fragile shell of central power.     You only see it as a good thing because your focus is on the positive implementation of the bill and fail to acknowledge how this bill can equally be used and abused to oppress other ideologies. The focus on Afrikaans is just a smoke screen to get public support for the bill. The HODs who will now have the final say could be serving a different agenda to what the bill is being presented as and by the time you realize it, it might be too late.

    Spatial demographics have changed public schools are funded by our taxes they should be open for all reallocation of funding to align to the local demographics that's all might not mean necessarily an increase maybe also DA played their hand way too early sorry for them but the only way out is the only way out something tells me they not willing to let go of Blue lights

      I think the difference is that the DA have a moral compass and thought that they were entering a partnership! Getting your own way in a partnership by treating it like a game to be won illustrates a lack of moral fortitude and sense of fair play in the partner doing the playing!     Even though some of these provisions in the act are great, the government currently doesn't have the capacity/resources to implement the Bela act in its entirety. They've put the horse before the cart just to show the DA that they have power! Yes they have political power but no power in terms of actual capacity/resources! They say public schools and parents MUST do this and MUST that, but don't say we as government MUST have the capacity/resources to fulfil the requirements of the act!
    One example, the Bela act makes Grade R compulsory but this has been reported to require an additional budget of R12Billion, which the government doesn't have! In fact, the Gauteng government has just cut the basic education budget by over R4Billion! There's a shortage of skilled maths and science teachers even though the system is producing more than enough teachers annually, so what's happening there? There are currently many vacant teaching positions nation wide. So the government is ready to punish anyone who doesn't comply with the Bela act but they are not equipped and ready to fulfil their duties and responsibilities in relation to what the act requires!
    We haven't even touched on the additional capacity/resources needed to administer homeschooling. The government can barely deal with challenges in public education and now they are bringing onboard Grade R and want to administer homeschooling and ECDs who offer Grader R as well! Some of the clauses in the act should've been implemented gradually, in accordance with government's readiness to implement those clauses/provisions.

      it seems like they want to push the education system online but dont want to be transparent by openly saying so. think about it. if they can regulate homeschooling, they can insist parents do it online and then they don't need that many teachers because classes doesn't need to be in real time. And that's where the real concerns are. A one size fits all education possibly pushing one ideology to create a new monoculture south africa.
