Original Oracle of Seasons Link is 16 pixels tall I believe. This mockup appears to be 28 pixels, amazing how much more detail you can put with just a few pixels more.
IDraw is the best software for producing pixel art graphics fast, specially tilesets. With IDraw you can tile any portion of your canvas, I can select shapes and move them around with a click, and the palette window can be detached and moved around, among other things. We use IDraw for producing all sprites of our games.
I still remember the Tarm Ruins up to this day.

What software do you use? I mostly stick to ASEPRITE but recently have seen many others.
I use IDraw3 ( tsukuru.pl/index.php?link=programy/iDraw ) most of the time because it's faster to move and sort tiles around the canvas.
I'd love so much if they remake the Oracle games, those are my favorite
