They were somewhat more spread out than this video makes it appear although still maaaybe could have been stopped. Technically, ref stoppage should occur when a fighter can no longer intelligently defend himself and is taking too much damage. He was defending himself "intelligently", it's just that he wasn't physically capable of defending himself which means it's incumbent on his coaches to throw in the towel - they failed him, not the ref.
