No worries, June. First of all, you need to think first about the type of research you are conducting. If you are doing a qualitative research, then you don't need to talk about independent and dependent variables. These concepts are loosely defined in qualitative research. So, you only talk about independent and dependent variables in quantitative research. Now, if you are doing quantitative research, you may or may not talk about the independent and dependent variables in the background of study. So, that depends on your study.

If you continue writing your thesis (thesis proposal), you will definitely write the Statement of the Problem, and when you do, you just need to break the goal of your research into pieces. And depending on the research tradition, you may specify in the background of the study the objectives, but again, they are just a breakdown of the "main goal" of the study.
