I personally think that the guy that appears before the Twices is Death Arms, he looks a lot like him, and the reason he wouldn't be in his hero costume was because he retired at the end of the first half of season six. He has the same hair, the same face, and the same build.

Basically this is last season, and the remaining manga scene were animated as final movie ?? Becuz there's lot to cover, and 21 episode of season 7 is not enough to cover everything to epilogue
