10-20 is pretty normal. Some can even have litters of more than 20. After they’re about a year old they can drop in litter size to single digits, that’s when I usually retire those females and replace them with younger ones.
Non zero chance that they’re eating them. Regardless I’d start by trying to diversify your breeding stock. Get some from another breeder and cross breed some, try to breed out any that eat the young and select for larger litters.
