I find this really hard. Something I noted is that when you press down to cancel the joker's up b, if you hold down for a long time you lose your jump. But if you flick it down, quickly you don't lose your jump and then you can tether cancel. I tested with Samus if the same happens with her, but she doesn't lose her jump after pressing down for a longer time.
It's a pretty niche mechanic, and won't need to use it every time you want to get back to the stage. Like DeathTrigger says, one way is to bait whoever is on the ledge trying to edgeguard you into committing to something while not committing to the tether yourself. You could regrapple the ledge after they attack, air dodge into the stage, or use your own attack to stuff them out. It can also be used in the opposite way, with you as the edgeguarder. You could go offstage while your opponent is trying to get back, use the tether, and make them feel like you've committed to either dangling or snapping to the ledge, in which case they might do something like use their double jump or Up B early to get over you. You could then cancel the tether and jump up to swipe at them while they try to sail over you, taking away that jump if they used it. Like any option, you don't want to use it every time, but it can catch people off guard if you notice a pattern that you can exploit.
Essentially lol. There are certain guidelines to whether or not you fast-fall when you cancel it that I cover in my Byleth video, but long story short, just tapping down gets the job done.
You can do it right off the stage by running off and b-reversing it, so it might be actually faster than RAR-ing a bair for the edgeguard because you wouldn't have to jump. Also it looks stylish af haha.

Hector Esau can it also work with c stick?
I recommend changing your control settings so that tap/stick jump is off. This prevents you from losing a jump on accident
