PEP - Choose the 3-bin and distribute the resources: stone into bin 1 and 2, and gold into bin 0. Keep 1 stone, 1 gold and 1 silver. This gives you stone to build with in this turn plus in each of your next two turns and means you can focus on collecting a lot of metals in those turns. Use your silver and gold to place an influence in the Frontier Office. A lot of the better tiles in your area are on the edge of the board rather than on the river and so it looks more worthwhile than the Docks. Build a camp on the 3xsilver. It's the only triple resource tile adjacent to both you and Rodney and worth getting to first; plus it's on the edge of the board so worth more with the Frontier Office. Put the 3xsilver in bin 2. This will allow you to pick bin 2 next turn and get additional influence in the Frontier Office, and from then on you would focus on settlements/camps on the edge of the board.
RODNEY - You have to choose bin 1. Drop a wood in bin 0, keeping a stone, a gold and 3xcopper. You can then get the investment for a gold plus 3xcopper which gives you 7 points plus a silver influence. You then want to build a camp to get 3 resources next to Pep's chain of camps - the 3xsilver tile if Pep didn't take it; otherwise the silver+2xgold tile. You want to use these resources for another investment in 2 turns time. To guarantee that you'll have to put your new resources in bin 1; in the next turn don't pick bin 1 and add the resources you need for an investment in bin 1 again.
RODNEY: Bin one. Drop the wood. Use three copper and a gold for the investment for 7 points and a silver influence token. Build a camp on the two gold/one copper space with the stone. I suggest either dropping the new resources in bin one if you want to go heavy with investments or in bin three of you want a few more points.

Pep: I'd suggest investing, but currently your resources are a bit hard to gather up ... leaving all the stone would be detrimental unless you leave one gold behind somewhere ...
