That's dumb. More like upgraded and used. MiG 27. MiG 29 su 27 and su24 are all used by Russia except su24. But su24 can launch storm shadow unlike f16s.

The MiG-31 is the/one of the fastest operational combat aircraft in the world.
Obviously they're gonna be scrapped and use for parts/repaired and added to ukrainian fleet.
Some will be fixed to make up the losses.

A few weeks ago, the USAF used an F16 piloted by an AI to dogfight with a human pilot. The same could happen with these aircraft once overhauled, they could be used as cheap long range attack drones. Using soviet machines for this purpose is smarter than using western aircraft, looks less escalatory.
The modernization is economically impractical..
