Every time I played this map, especially on Augustus, I eventually realised that getting the houses to medium/large insulae with 3 food types and taxing them was the only way to make good money without going bankrupt. Keeping them below that level, especially at small casa, always results in poor tax income.
It wasn't just a tax issue. I think your imports when set to max caused increase in debt. Especially when you started to import marble for the temples and wine/oil in the late game. I think best bet is to start with 8, then as you did, set one block at a time to have markets buy those goods. Then slowly increase to 16, 24, 32, etc. Also check the price of goods among the tabs. I think it'll help manage your import levels on how much you can afford before you hit debt.
I had the same problem in Caesarea but had a sh***y economy, wasn't able to beat the legion that easy and he sent two other waves (luckily my rating rose enough so that the third wave got away without attacking).
I love to play this map to become a rogue governor and fight Caesar because of its narrow entry way and I stack my 6 legionaires in one location and choke Caesars troops, lol brings back memories, thanks for this upload

Yeah, I think I need to remember to raise taxes once they housing level is higher.

This mission is usually where you need to build higher level housing up to even luxury palaces because taxes are your main source of income.

Augustus mod enables worker pool and you don't need to build houses beside farms or workshops
