I know what the problem might be It could be if the light fixture is not tight to the pole it is fitted to. The balance between the tilt motor torque and the balance weights inside the light, is upset and the weights are creating excess loading on the motor. This means the motor cannot overcome the weight's force moment. Please do not take the weights out or move them. Just tighten the light fixture on the pole and see if this fixes it. Hope this helps.
