The description of peace keeping is wrong. Pk missions require a peace to already be in place as well as mutual consent from the warring parties for their presence. What you are describing is peace enforcement which is again a different thing.

You're right. This was actually one of the main problems the UN faced in Bosnia in the '90s when the Security Council decided to deploy a peacekeeping force to a country where there was no peace to be kept in the first place.
