Hi Abdulai; I may not have understood what you mean by "a two way application", but let me try to put it this way: - On the scholarship link [www.irishaidfellowships.ie/strands/ireland-fellows-programme-africa], you first check your eligibility - Then the website has the links to application and to the universities directory for a potential applicant to select their preferences & suitability (so, not any university - although almost all feature on that list) - One won't be automatically considered: Admission to a certain university is a part of the process. Briefly; One can secure a place at the University but it does not guarantee a scholarship. But one has to secure an admission for them to go on with the scholarship process.
