Sweet Mask is smart enough to know that Saitama is not weak, thing is, Saitama does not fit Sweet Mask's personal ideal of what a hero should be. Saitama is bald, lacks tact, cares nothing for appearance, and Sweet Mask is super arrogant and can't accept or grasp the idea that Saitama is stronger than him. There are several heroes that have seen Saitama in action or been beaten by him, but still refuse to acknowledge it because that would mean that Saitama is better than them, despite him being an ordinary looking nobody. The reason Bang, Mumen Rider, and Genos understand is because they have something that a lot of the other heroes do not, humility. Even the low ranking C class heroes have a nasty arrogance, self importance, and entitlement. The monsters of course do not realize Saitama's power until they are already dead or dying and the civilians are shown (rather accurately since people are pretty dumb in real life) to be complete idiots out for themselves that easily give in to peer pressure and mob mentality. Saitama is a deconstruction of the usual celebrated anime hero, not only does he save people without looking for recognition in return, he does it despite being almost universally despised and blamed for everything. He cares more about what is right than anything else, not himself, not social standards, not appearances, not money, not fame, not glory. That's why a single thank you letter among bags of hate mail was all he needed to be happy.
One Punch Man is arguably one of the greatest hero anime ever made. The way it conveys its story, despite its humor, is very deep and every anime fan owes it to themselves to watch it. Saitama looking as expressionless as he does holds a far deeper meaning than you realize.
I like that Saitama is similar to Sun Wukong, a very powerful character yet at the same time being very interesting. Characters like these are hard to pull off.

To be completely honest the One Punch version of a hero isn't too different from what it'd be in real life. Being a hero would be mostly showmanship, a lot of charisma and the skill and power to back it up. If you only have the power, then you'll be alienated, feared and hated - this is why Saitama is a misfit and it probably plays a part in why they don't give him credit or acknowledge him, even in private.
