I still think they should have at least put a SFB/TGB-18 rocker brush on that tire brush. I haven't seen many car washes in my life that didn't have at least 1 rocker. Just seems strange.
Daniel Martinez They are short side brushes. Typically less than 30 inches in height. They're designed to give extra cleaning to lower side surfaces. Most car washes have at least one set.

It is best to apply your presoak to a dry car to prevent it from being double diluted.
