It's a TAS. It plays the game at super slow speeds, like a few seconds per frame, and uses save states which save the game at whatever frame it's at when you save it, so you can reload it from there if you mess up. Combine those together and then speed it up and you have a perfect play.
At first I thought Dark was reading the opponent's moves and responding with lightning efficiency. In reality, he has honed a few specific but highly effective combo entrances and chains so well that he doesn't need to do that. Once you're in his trap, his combos give you no freedom of movement, and he can predict how to smash you to death because he governs exactly what you'll do. He's eliminated the need to respond to the opponent in a genius way.
@DennkifromRingstreet yup its a glitch. It happens when you shine right when touching or leaving certain platforms or surfaces. You can try it yourself. Just go to final destination and sprint off the edge, right as you get to it, shine, and you will slide off with no reflector out if you time it just right.
@LoverDino There are two ways. Have a fast thumb, and rush from x to B really fast, or flick the control stick up, and hit B immediately after. The hard part is getting the B button within a few frames of the jump.
From the title and the skills employed, I would have believed this to be AR-reliant (See the "perfect control" ssbm vids), but for some reason I don't believe it is. Extreme props for the best fox I have seen, half those combo's looked completely inescapable under any condition other than player error. Shined Blind is childs play to this.

He doesn’t travel but is still fairly active in his home country of Chile. He is currently ranked within the top 5 and has played often on Blassy’s stream and there’s even a highlight video on his channel th-cam.com/channels/TVVykiW9T8ymOeHNwBMcgQ.html
Him and his friend just practiced the same motions but mirrored, and did it over and over until they got one where they happened to synced perfectly. Lovage and Silent Wolf have done something similar.

If he could afford to stay a year or two in the US, I bet he could give some serious trouble to top and god players. Sadly, he is in Chile, where the Melee scene is kinda small and where Top players are very few.
@redryan20000 to continue: -Jump(to jump out of a shine has to be within 3(?) frames of the down-b) -Waveland on stage(to waveland you have to push down forward and either the L or R trigger to airdodge into the ground which causes the character to slide) -dash left -shine(down-b) -turn around in shine -jump -wavedash backwards(done like wavelanding except the timing is more strict) -grab ledge -drop off ledge -shine(down-b) -turn around in shine one more post left.
It is done by walking off the stage at the exact frame you make the shine appear. Plus, they are not playing PAL, in PAL Marth would fall down to the ground after a Fox shines :)
@RockLobsta23 Actually the shine distance doesn't vary at any percent, so you can do it to them at 999% and it would be the same as doing it a 0%, it's just about if they are starting off in a good position for it to be done which is at the tip of the shine and above you and slightly infront and also how they DI the shine.
Are you sure? I was considering that I was wrong even though I found this by searching TAS, but then the opening text in this video explaining the video kinda all but spells it out to us.
@aaronhthomas I realize that now, when I was replying to the comment earlier I meant more that it wasnt just a shine bair which is easy given the positioning, its a REVERSE, as in he shines him facing towards him, and reverses for the b-air, which takes some pretty fast and accurate stick movement to get the b-air in.
