    Couple of helpful (I hope) notes:
    1. You can use file import to bring in the pdf but you can also just drag and drop the pdf file (or image) onto the inkscape canvas and you will get the same result.
    2. Ungrouping shortcut - Selecting the shape and hitting shift-ctrl-g will ungroup it (ctrl-g groups selected pieces).
    3. Duplicating the shape means you don't need to make an intermediate circle. This saves a lot of steps.
    Specifically:
    - before using 'Text/Put on Path' select the circular shape and ctrl-d or 'Edit/Duplicate' to make a copy of the circular shape.
    - Then use 'Text/Put on Path' to bend the text.
    - Now you can select just the circular shape (and click it again to get Rotate mode) and rotate it around until its centered the way you want. This is what you were doing before changing tack and making a circle as a reference.
    - You may have to click it again into Translate mode to slide it sideways to line up with the underling original circular shape (because the circular shape is not a full circle and so its center is not in the right place).
    - Then select the text and do 'Path/Object to Path' to fix it in place.
    - Delete the original text and the rotated copy of the circular shape and you're ready to join them together.
    4. You don't really need the second 'Path/Object to Path' operation when you're about to union the words to the circular shape. Once you did it the first time it was ready to go but you do need to ungroup (as you did) - You can use shift-ctrl-g again here (or 'Edit/Ungroup')

    Another way that you can reposition the text, without having to make the extra circle, is to use the "Text Path Offset" setting. It is just below the "Font Size" box and to the right of the "Alignment" buttons and defaults to 0%. There is a drop down arrow that lets you choose in 10% increments, but you can also click in the box and put a custom number in. For your example with "Anderson" using Arial Black with 48 font size, I found that 62% centered it perfectly. But this number will be dependent upon the length of the word you are using, the font size, etc. And ... I also tested it using the Circle (5 inch by 5 inch) as my guide instead of importing your pdf file, too.
