My favourite line is probably "and he never saw the jail" specifically because of the context of its repetition. When it appears in the first verse, it's a testament to his skill as a smuggler. It's repeated rather wistfully in the last verse, lamenting his death rather than praising his ability to evade capture.
People don't seem to realise that pirate doesn't just refer to individual pirates in England, but the fact that Great Britain claimed nearly a quarter of the world for its empire, helped by the fact that it had the most powerful navy in the world. Sounds a bit... piratey, me hearties...

Don't take my word for it, but chances are it's just something practical based off of the navy wars and such. Like when the British navy fought the Spanish Armada, or that Britain had the most powerful navy for a while. It's just something practical for fun, I suppose.
Traditionally, most pirates and privateers were English since we didn't sign an anti commerce rading agreement like other European nations (France, Spain, Portugal etc) and so we actively used privateers in wartime to fight those nations and ruin their economies
