Ones like Smoker's, Akainu's, Kizaru's, Enel's, and Ace's can't be hit at all without haki or some other very specific weakness (i.e. Enel only being hurt by rubber attacks or Crocodile with liquids). And then ones that can be hit without haki like Aokiji or Greenbull can just restore the wounds. Kinda just ends up being a logia because 1: it's elemental/natural, and 2: if he manages to block your attack with his palm, devil fruit or not, it'll do nothing (though, we haven't seen him try to block anything non-devil fruit related as far as I know, so maybe he still can't block a sword, idk). There are theories pointing towards the idea that it's a Mythical Zoan fruit and not truly a logia, but unless that's confirmed in the future, it's a logia to our knowledge.

This is what I find so interesting about Blackbeard as a villain. He has a plan, but he is not perfect. Many anime/manga villains fall into the category of "Haha, here is the big reveal that actually everything that happened was exactly part of my perfect plan" (see Aizen), but he... messes up. He underestimates opponents regularly, he acts impulsively, and loses fights. A few examples: He was defeated and poisoned by Magellan. When fighting Law, he almost fell into the ocean and only survived because one of his men saved him. In this scene he overestimates himself because of his newfound power. The reason he is still alive is not because all of this was part of his plan, but because he always bounces back from these times, and it makes him seem... human.

I can understand by he didn't use his full power against luffy . But Burgess is the crew member of Blackbeard who given ace to marines and GARP hate them .
The only explanation i can think is
GARP was mentally exhausted or unstable because of ace death so he was not able to use his full power .

Ones like Smoker's, Akainu's, Kizaru's, Enel's, and Ace's can't be hit at all without haki or some other very specific weakness (i.e. Enel only being hurt by rubber attacks or Crocodile with liquids). And then ones that can be hit without haki like Aokiji or Greenbull can just restore the wounds. Kinda just ends up being a logia because 1: it's elemental/natural, and 2: if he manages to block your attack with his palm, devil fruit or not, it'll do nothing (though, we haven't seen him try to block anything non-devil fruit related as far as I know, so maybe he still can't block a sword, idk). There are theories pointing towards the idea that it's a Mythical Zoan fruit and not truly a logia, but unless that's confirmed in the future, it's a logia to our knowledge.

This is what I find so interesting about Blackbeard as a villain. He has a plan, but he is not perfect. Many anime/manga villains fall into the category of "Haha, here is the big reveal that actually everything that happened was exactly part of my perfect plan" (see Aizen), but he... messes up. He underestimates opponents regularly, he acts impulsively, and loses fights. A few examples: He was defeated and poisoned by Magellan. When fighting Law, he almost fell into the ocean and only survived because one of his men saved him. In this scene he overestimates himself because of his newfound power. The reason he is still alive is not because all of this was part of his plan, but because he always bounces back from these times, and it makes him seem... human.
