Funny thing to consider in his character design is that he is a blue demon-looking creature, likely in reference to the japanese story of the red oni and blue oni. In that story the blue oni pretends to be a fiendish villain so that the red oni can be seen as a hero by the people... and naturally the mc of Guilty Gear is a primarily red character with a demonic-looking form.
Worth noting that despite being the closest thing to God (capital G) in gameplay he decides he's gonna cap you with a glock for funsies because wiping any atomic trace that you ever existed to begin with would be boring to him

Try a hundred years" That is a quote of his, not exactly the same since i went by memory but still.. By "went insane" they just mean he mentally changed, his personality is truly different than how it was centuries ago.

Basically Happy Chaos is if Jesus came back but he was completely insane and is the main villain of Strive's story mode. He sincerely loves humanity and decides to play the villain because he wants to see how beautiful the world will be afterwards. He wants the heroes to win but needs them to overcome hardship to do so.

As I've seen form other comments regarding "Drift", the song is like ADHD made into a song. A song that suddenly gets bored of itself and constantly mixes things up to be new, while still keeping with it's overall theme. I feel like the only lyrics of "I don't want any conclusions" really sticks out as far as how the music is composed, especially with how the song always goes back to that jaunty jazz tune whenever the lyrics feels like its trying to bring the tone down, even at the very end of the song. It's like its constantly trying to start over the song in an attempt to never end, to never have a conclusion. Just an endless "Drift"
I don't necessarily get that vibe from the "I don't want any conclusions" line. It's right after the "100 mouths speak of me. A 100 of me will born". It's implying that people are creating their own "Truth" on their own by what they see and speak about, but it's never the pure capital T Truth. Sort of like how a man can be a loving father to his kids, a great co worker, and an amazing friend but still come home and beat his wife. His "Truth" is different depending on who you ask and it's biased and based on those individual's perceptions. Same idea with the "200 eyes on me. There is a 100 of me".
So some background on Happy Chaos (personally my favorite written character next to ky), and you actually nailed some stuff about him. He is one of the strongest mages in the GG world, but also finds it boring so he prefers to fight with dual pistols. One of them is actually a legendary relic, and the other is just a replica cuz he could. As Happy likes to put it he feels life needs the drama, and he's there to "stir the pot" because he revels in watching humanity overcome. Also yes he's scatter brained as he will find an interest, but the moment something else catches his eye he'll abandon the prior thing to pursue the new one. Theres a bunch of other things about him, but that opens a rabbit hole, so I'm just gonna finish with Happy good, song good.

He wants things to be interesting and wants humanity to grow, which he thinks requires strife, and he values the unexpected and spontaneous but is too galaxy brained to ever be truly spontaneous or very surprised. He doesn't wanna be the hero or savior of humanity but he doesn't want to be its main opposition either, instead propping up other characters (like Nagoriyuki and I-No) to act in opposition to our "heroes." He seeks to validate his own existence even though he's an entity that's slipped out of the regular rules of reality, claiming himself to be "nothing" and yet still "exists." He could probably wipe the floor with the rest of the cast if he used magic but its not in his nature, instead preferring to fight with somewhat weak hand to hand combat and gunplay to keep things interesting. He doesn't want an ending, and wants things to continue no matter what.

He's the man who discovered magic and pioneered its use; this helped the world move forward after the banning of most technology in an event known as the Dawn of Revival. But, in discovering magic, he also discovered another dimension known as the "Backyard". Upon entering, his mind was filled with all possible information in existence. This, obviously, drove him insane. However, he also absorbed all of humanity's hope for the future. This instilled him with a unique mentality; Nothing matters, and that makes everything beautiful. He eventually left the backyard in spirit form, happening upon the body you see now in one way or another. Now, he appears in places to stir up trouble wherever he can in an attempt to make himself humanity's villain, in a way. He causes chaos and destruction in an attempt to cause drama. his latest sceme (the events of strive) sees him attempting to help I-no reach godhood.
This form, as far as we know, is his actual body. The reason being that he became HC when the Universal Will stole the half of I-No he had sealed away, then fused it to him. He did take a spiritual form during the crusades to meddle, but he returned to his body, presumable shortly before the Universal Will absorbed him so she would be capable of fighting Sol Badguy.

I think my favorite part about Chaos is that he's not necessarily evil. He's beyond that. He just cares about "writing" a good story. ... and he basically has ADHD.
