I am from Russia and I am surprised that we have almost the same noise regulation, I thought the rules are much stricter in Germany. The main difference that in Moscow, the neighbours usually follow the rules otherwise you can call the police but the police doesn't have much to do with that, just to give a warning or fine, that's why some neighbours just ignore it :)
Just be a considerate neighbour - agreed! And truth be told, we shouldn't stereotype. Germans can be loud and non-German residents can be quiet as well. :)
There is legally regulated Ruhezeiten in the south of Germany. ;)
