How does Loot Quality and Loot Quantity affect loot exactly? Are they a worthwhile investment in a farming build? I was looking at adopting them into your speedy melee Crusader build. 🎁
well they give you more and better loot by the percentage for each enchant. And it stacks, so if you stack a bunch of enchants plus running Void Crusades, you can increase the loot acquisition by a good amount. So sure you can implement both stats in a farming build if it is still strong enough to do +11 or higher missions. Why at least +11, because the level 100 loot starts reliably dropping around +11 and above.
Is there a way to ensure a particular roll result? I once wasted 30 rolls on a neural implant trying to get the enrage token on crit. I felt like I had to have been doing something wrong.

no, its completely random, if you are lucky you get it after a couple of rerolls, if you are unlucky it takes dozens.
