Been going to regal theaters my whole life, even worked at my local theater for a few years and I gotta tell ya it was the funnest job I’ve had so far. Didnt matter if I was there to see a movie or work the all day shift, hearing the pre show tune was always a highlight.

The reason this freezes is because the manager running the booth that day is slacking, the movie should be running before it freezes. The "que" to start the movie is when the two 35mm projector icons appear at the top corners of the screen. Whenever I work I start the the movie before this screen even shows as it takes about 7-10 seconds for the changeover to lift, showing the first trailer greenband about the time the "que" is shown.
I saw this when seeing Rampage about a week ago. Some minutes after it said "Please be quiet and courteous to others and silence your cellphones now", the screen went black, but the music still continued. Creepy, huh?

At my local Regal, they only show the first 15 seconds of this, while the audio continues for another 15 seconds. And it's essentially pre-programmed to do so, because both the preshow and the movie are shown from the same projector. The timing only varies if the auditorium still uses one of those "data" projectors for the preshow and a separate film projector for the movie. (Remember that this was also used to also give the projectionist a heads up when it comes to starting the film projector)

They recently updated this as GEICO took Sprint's place in terms of being the "Sponsor" of REG. They even updated the Regal Cinemas logo at the bottom corner. Everything else is kept as is. Now would also be a good time to mention that they even replaced the Sprint logo on the "Rollercoaster" trailer with a GEICO logo.
These cell phone policy trailers were all made by National Cinemedia, the company that produces the "FirstLook" preshow, Every theater that plays that preshow will most likely have some variant of this trailer. In other words, this is NOT a rip-off of the Cinemark policy.
One time we were at Regal Cinemas and in the middle of the movie it went blank and then the movie shut off. Then, Shrek came on the screen and said that there were technical difficulties and while we are waiting to stay seated, then some videos of him and donkey came up and they were really boring. And also, when I was at the movies today, about halfway through the silent your cell phone video, it froze and went black for about a minute.
other theaters with first look (noovie in 2017) has this logo with a different logo. not AMC Theaters. when I saw Small Foot at AMC Dine-in, they should have it with AMC Dine in's logo replacing regal's logo but it did not appear.

last night, I dreamed that the sprint policy trailer returned from going to regal cinemas it was shortened and the logo are in the same place in the cinemark version.
I think I remembered that when I went to the regal movies with my elementary school as a field trip to see Disney Nature's Monkey Kingdom, they played the cell phone policy and it freezes at the end and then it show the error and then to the roller coaster. I probably remembered that.
Brian Magboo NCM, the company who makes ads for Cinemark, Regal, Galaxy Theatres, etc. has to make all those policy trailers for all those companies. It’s not only Regal.

They still use this at some independent chains, but Regal stopped using it in 2018 if I recall. Cinemark also used it until 2021 replacing it with an Amazon Prime Video bumper to silence cell phones. Someone recently uploaded a Cinemark using their version of this bumper only a week ago, so they may have brought it back. This promo was produced by National Cinemedia for multiple chains.
