Katsudon in Japan generally are made with Pork katsu. You see more Chicken
katsu outside of Japan due to dieterly restrictions.

That is Katsuobushi, which is made from pieces of Skipjack Tuna which have been cured, smoked, and dried. Afterwards, it is shaved or shredded into flakes. It has a smokey and savory taste that is similar to cured ham.
