Hi Kathy, you can do as you described, however, more water and less emulsifier can make a weak emulsion that will only last for a little while. The emulsifier used in this formula is particularly good at creating thinner, stable emulsions. You can also take a look at my body milk formulas where i used sucraclear as the emulsifier. It is a far more emollient formula but it is thin and does not contain PEG's. In fact sucraclear is a natural product.

Why can't you just add less emulsifier and more water? I don't want to use PEG's in my formulations.
