These are all really great concepts and designs. A personal complaint that I have is that everything feels a bit too complex, but apart from that, good work.
The Zomb Eater specifically felt like it had a lot of rules and complicated mechanics that would be difficult for a casual player to understand

missed oppurtunity for a new water plant. "Amazone pad" a primal lily pad that covers 2x2 of the tiles. its basically inspired from the victorian amazonica, the worlds biggest lili pad.
plant food effect: she will lift up the plants she carries as she performs a non damaging knockback just like spring bean.
that plant will fit perfectly at the concept map

Love the idea! Just one thing, I feel the plant designs dont fit that well with the game. Zomb-eater, mossus and the black peashooter dont have eyes which makes them look kinda weird at least to me, cartoonier designs would benefit these plants imo

I must say that I don't play PvZ2 much, I honestly prefer PvZ1, but I love the design of PvZ2, and I wish that PvZ2 won't be so much P2W to keep enjoying it more. (To be clear - PVZ2 like PVZ1 are timeless masterpieces, and classics in tower defense games).
I wonder what world could be next. I personally have an idea for 2 worlds but it's not a place to share them here

Attacks:Nuke (an missle that destroys an 2x3 or 3x2 area idk i cant cauculate most areas anyway), Scream Of Courage (not only removes zombies the panic effect but also makes zomb-eaters inactive since it will be so freaking loud and sCaRy it will make em hide) Dead Tree Attack (summons alot of dead tree stumps at once)

phase 2 is the same exept he attacks faster and also summons Phloemwalkers
phase 3:he now summons all zombies from there and he can also copy bwb's zombot (i forgot his name lol) ability to swallow the plants but he can only swallow plants planted on the water unless ofc you use tangle-keelp's plant food
plants you get during all these phases:plants unlocked on this world (exept seedling),threepeaters (trololololo), bwb plants in general (unless this world is before bwb but i kinda feel like it isint cause its an world that i think its unlocked after bwb since you should alr have got lily pad by all this procces)

This is one of my favorite concepts I have ever seen, I just think it is a bit to conplicated
Here is mine:
Idea
PvZ mod steam ages projector plant that projects a zombie and a cool down of 17 seconds, an oil tile that insta kill normal zombies, sunflower or a “sun conductor” which produce sun every 8 seconds, a “steam bomb”that is activated when it is tapped,”oil pea”plant that shoots oil that speeds the zombie and 3 seconds later the zombie slows down, “bolts n’ nuts” a type of wall nut that cost 75 and 3x stronger than a normal wall nut, “gatling pear” it’s a pear that shoots gears, “oil plant” a plant that turns itself into a oil tile, premium plant “doom shroom”.
Sun conductor = 100
Oil pea = 100
Bolt n’ nuts = 75
Turning pear = 200
Oil plant = 50
Projector = 250
New gimmick gates, gates can be opened by an oil plant
Train conductor zombie hits plants with his wrench, steam mover zombie, the steam machine makes steam bot, steam bot is a zombie that is slow and strong, pole jumping zombie, zomboss boss fight is a factory on a steam boat, Charlie chaplin zombie and other zombies screen door zombie
steam ages alr exists in pvz2 chinese ver but the version from there is kinda lazy (seriously. its broken, unfineshed and without an boss fight) so i can acept that

Your plants ideas is more interesting than PVZ3 plants.
This is all very great. I'm a big fan. But 1 thing I'd want to see change is the the 6 rows thing, like in PVZ1. Instead, how about we make the river run vertically instead of horizontally? Let's say, because of erosion or something, the river changes the set columns it takes every level. Sometimes it take columns 4-6, sometimes 2-5, sometimes just 1, sometimes just 9, sometimes none, sometimes all, and any variation.

-Cone-head Bahama: Bahama zombie but with cone

-Tiki-head: Bahama brick head
-Tourist: uses camera to stun plants by taking pictures
-Tiki torch: tiki head but throws torches that can burn plants
-coconut imp: self explanatory
-Huitzilopochtli Gargantuar: uses giant tiki torch to slam plants and burn tiles
-Coconut thrower: throws coconut impa
Cruise Zomboss: he’s like a regular Zomboss but instead of a robo head it’s a cruise ship

-Blowconut: a mix between walnut, cherry bomb, and sapfling, once eaten it with explode and spill coconut water in a 3x3 area that slows down zombies
cocopult: cabbagepult but a coconut, and on impact drops coconut water on 1 tile
Hibiscus Defender: can remove cones, buckets, and tiki masks
Tiki torch: shoots a fire beam that gradually goes from 5 dmg to 50 dmg per zombie (like it will start shooting one zombie and goes from 5-50 then shoots another and starts back at 5)

Plant:all dimension pvz1&pvz 2 china
Story world:doctor zomboss too much to another dimension that the portal dimension is broken and zombies and plants pvz1 and pvz 2 china in modern day level but dimensions are broken
Level contcept:At the beginning of the modern day level, we move to another dimension and we want our boss battle to be faced by all zombies in our dimension, we get help from PVZ 1 & PVZ 2 China, then we will fight all doctor zomboss
Coneheads? Bucketheads? Zomboss battle? Where are they. Only criticism. Other than that, I like the concept.

If you ever make a futuristic themed world: I have some ideas:
Robo-gantuar
These intelligent impivious species from Lab 38 adapted and thrived in harsh situations. They may be stupid to break their bones once in a while but it doesn't mean they can't break others'!
Damage: Instakills plants, if failed, rams into the nearest plant, bury it and launch imp pod.
HP: 1250
Imp Pod HP: 350
Speed: Hungry
Special: Has no imp it could throw but instead, the imp is embedded inside its chest. Once the robo-gantuar is defeated it will explode and eject the imp pod and will destroy the plant 1 tile in front while acting as an obstacle, and once broken pops an imp.
Robo-guntuar
The distant relative of Robo-gantuar or so Robo-guntuar claims. Robo-gantuar has given no statements but that's probably because they really can't communicate through the harsh environment.
Damage: 400 per second
HP: 4250
Speed: Crippled (moves like the slowest zombie but slowed on top)
Special: Launches two imps 2 tiles in front every 7 seconds. Once reaching half health, launches imp pod 1 tile ahead. After being defeated, launches three imps in each lane from the 6th column and crushes any plants after falling and will act as obstacle.
