Probably just the amount of time the hurricane was there. Enough water and a whole bunch of fish from the storm surge probably filled it and stocked it all in one blow. I'm guessing probably hundreds of bass and sunfish, minnows you name it probably all ended up there. I live on a river where fish can't get up the stream unless it's flooding and one storm and now my river is absolutely stocked with fish and even freshwater eel.
My parents went on a cruise and left me with a family friend for 8 days. He was a bee keeper, and had a call for a massive honey bee hive. Well, it was a weird spot, difficult to explain. He went in with his bee suit, and he thought his truck, and I were far enough away to be safe. Lemme say that I was not, in fact, far enough away. It was a MASSIVE comb. Anyway, I think I got stung 72 times that day, and I was 13-14 years old at the time. I didn't have to go to the hospital, but I sure as hell didn't have a good time. I had a phobia of flying insects for about 4 years after that
Believe it or not, the way that fish find their way into locked bodies of water is by birds. Birds' legs (especially bigger birds like cranes) catch fish eggs really well as they walk along shores and when they fly to a pond the eggs hatch fish.

The life cycle of a waterpark: Waterparks start off nice, last for a few years, offering great family fun and clean water and facilities, then the undesirables start showing up en masse, which drives away the high class folks, the odor of burnt marijuana and piss fill the air, curse words are all you hear, the water turns dirty and facilities and food nose dives, then the waterpark closes about 2 years later. The swarm of undesirables lifts off like a cloud of locusts and looks for the next nice new waterpark to go ruin.
I know where that is but I won't share no worries. Theres some realy big bass there around 5-6lb. Thats a neat ecosystem its like having a fish tank you dont need to clean. Frogs minnoes all kinds of stuff :) i have caught a few plako catfish there and bullheads. But as you say when the flooding season comes the environment changes.

Birds take eggs from pond and lakes. They get stuck on there feet and transported to other water spots.

Outside pools don’t take long. Once the stabilizer is gone, uv rays deteriorate the chlorine and voila, fresh water.

Bass thrive most anywhere there is lots of green algae. Bugs and larvae are food sources bass love.

Green sunfish are actually great eating if you fillet them. They are however invasive and moving north where I live here in New York.

It's crazy these places just sit, completely abandoned. Seems like they would at least want to sell the land.
My understanding is the park failed due to difficulty getting water on site, so I can see how that might put a developer off.
