Federal Law tells us that a motorcycle can have a maximum of three tires in contact with the road simultaneously. This quad has four tires in contact with the road essentially ALWAYS. Thus, according to federal law, it can't be categorized as a motorcycle.
I guess this is what you do if you can't figure out how to build a reverse trike that handles properly. Probably not legal in most stated as it's technically an automobile once you add the 4th wheel.
Province of Ontario would rule this as a motorcycle, because it is straddled like one, whereas the vapourware Elio, is three wheeled but because you sit in it, would require a front plate as well as a rear, ruining the aesthetic. Though in some US states you could register as a motorcycle and have only a rear plate.
