Very young children have very strict rules and are allowed few hours of filming at a time, so using twins can double the filming time for the crew. They get a lot more done than if they only had one kid.
The toddler in the show never gelled with the rest to make for a believable family. Every time he was picked up by his 'sister' or 'brother', the kid would have this uncomfortable smile that absolutely betrays that he is being picked up by a stranger and not a supposed family member. He is too happy for most of the scenes - I just don't get it.
