Yeah, it would be nice if CA allowed sales at retail, but that is very unlikely to happen. The box you got was similar to the American dream team box someone showed last year for 170 at a Costco in VA and it was 500 at CA stands.
Surprisingly, there was 2 fountains last year you could get for less in CA than AZ at DFS/Freedom stands. Game Mode was about 2.50 and Happy Trolls was about 7.30 if you used the 20% off they offered.
Notice there are only 5 EX or FC numbers listed on the box even though there are 6 different items. DOT regulations for transportation state that if there are multiple items with different EX numbers in the shipping box, only 5 numbers need to be listed. Same for assortment packaging.

It was the one on McDowell Road east of SR 101, and when I was there on May 28, they only had 2 left
