Offloading the ball in rugby means getting rid of the ball to your teammate whilst the game is still in play. Your description of the offload the way the Fijians do it is unique to the Fijian team and I agree that it is apt to describe as the chicken wing pass.

Its called flick passes. Side flick pass Or Back flick pass Depending on what angle they pass from. It defers from a normal pass. Its either a flick a pop or a standard pass .

Otherwise its just a pass but different names,like backpass, no look pass,long pass,basketball pass, hail Mary, or if you want to you can call it chicken wing pass but we never heard of it before. That's why some people debate it but its still a pass.
