You can convert on the very end of Ghastly Wail (though the timing is frame perfect) or wait for the opponent to almost touch the ground from Ghastly Wail's launch and activate it (more timing)
Yeah this is what I thought too lol. I mean I was at least expecting his combo into Resonance and then continuing into Astral, given that he's one of the privileged few who can do that. Because the timing for Ghastly Wail into Astral is not tight at all, let alone frame perfect. As mentioned, just mash. Hell, you could let them fly up into the air and catch them on the way down if you need more time to build meter (once again, not even close to frame perfect).

They can block

I don't think it's frame perfect I think if you really want you can just mash it and get it out on an early frame

You can do this combo a lot more reliably and with less meter off of a 2A into 5AAA instead of starting with close range 5B
