Each iit has its own PhD admission information which you can find in the web page. Typically GATE is not needed for PhD admissions but a good score can boost the candidate. But admission criteria are different for masters and bachelors students and vary among the iits. Some iits need gate from b.tech students and some do not need gate if the student is from certain institutes like iits with a high Gpa. You need to check where you are applying. In India they use exams and interviews for admission to PhD. Letters of recommendation are typically used abroad. You should ask the specific iit professor as to what you should do to get in at that institute. Don’t rule out masters degrees.
