Will everyone listen during the same time or will people speak while you are listening? For example, in the PTE mock exam in the repeat sentence part, I can click "Next" once I finished recording. If everyone clicks "Next" at different times, this would mean some people are still speaking, while others are already listening to the next sentence. Is that the case? Or will each sentence start at the same time for everyone?

No. The environment will be noisy only during the Speaking section when everyone give their answer at the same time. During writing section, expect to hear lots of keyboard clacking. Except for this, Reading and Listening section will be quiet.
