if you honestly think literal me could not in fact fine tune any of the various open source models on deterrence and nuclear strategy, well, i don't want that challenge, but it would take one person about a month. nuclear technology is 1950s. people have been working on nuclear deterrence strategy for 50 years. most of the works like 90% are publicly available. the only private things are e.g. deuterium decay rates.
