    Isn't it an issue to use fractional pixel values (for measurements or positioning) since, most of the time at least, a logo will appear on websites?

      Depends on the output whether it will actually cause issues. But ideally yea, a final logo going off to a client, or for end use, should be tidied up and provided in multiple sizes, formats etc. PNG for example is a raster format and fractional pixels don't look great, especially when the logo is displayed at smaller sizes. However, these days a lot of modern sites use SVG (a format that supports vector graphics), which does get around some of these issues.
