if i want to block for a number of IP list series so how can i make this address list as static ? in leases because in leases we only get to the list of the active connections but how to block for the inactive connection and how to make this inactive connection IP address as static ? and also tell what about mobile phone ? if mobile is connected to the WiFi so WiFi is continuously change , mobile get the ip automatically from the dhcp server of our router , so can i add static ip when i connect this WiFi with mobile to block for mobile also ?
Is there any way to block porn for specific users and still KEEP "static DNS rules"? I don't want to "uncheck" Allow Remote Requests in DNS Settings. :)

And further want to make rule for set of users to be allowed full internet access and other set of users for partial (only allowed) websites to be accessed. Mikrotik Web proxy doesn't work for https traffic. If you can avoid using proxy you should because most of the web traffic now a days are https and streaming which cannot be cache by the proxy.

With ur ip . Like Norton and many blocked ip . But still all prno sites is work I'm sure in Pc into control panel network Pc taked new dns . But still all prno site work for all .

If you have bind user's MAC with specific IP address he will not able to brows through another IP address.
